Back in 2019, when the Connect Illinois Program was created, no one could conceive how badly internet access would be needed in 2020. To apply for the matching funds, eligible applicants, such as internet service provides and local governments, should go to the Department of Commerce and Economic Opportunity website between November 1 and March 1
