An ordinance on Springfield Police reform drafted by Ward Alderwoman Doris Turner was passed by City Council last night.
Some of the reforms included in the ordinance include:
A ban on neck restraints, chokeholds, or carotid holds on suspects except when facing deadly force encounters
Tear gas, rubber bullets, and stun grenades may only be used to disperse any assembled group when necessary to protect people, property, or effect an arrest. All other uses would be banned
“No-knock” warrants will be permitted under only limited circumstances
All citizen complaints of excessive use of force or officer misconduct will be forwarded to the Police Citizen Review Commission (PCRC) for review
The city and police department will develop and maintain a database to include all police discipline and misconduct cases.
Chief Kenny Winslow says the police are already doing most of what the reform calls for. However, he acknowledges the police do have concerns that in cases where police do need to use force, they will not have the support of City Council.
The ordinance will be up for final approval next week.
